Legal and Public Assistance Office (LPAO)
The Legal and Public Assistance Office (LPAO) is the Authority’s complaints wing. It shall assist complainants in ensuring that their complaints are filed accordingly to appropriate erring government agencies. The conception of this complaints action center is not only fitting but necessary, to ensure compliance, accountability, and responsibility of all government employees. CAC will accommodate customer complaints relevant to violations of the RA 11032, government inefficiencies, and irregular government transactions, among others.
Finance and Administrative Office (FAO)
The Finance and Administrative Office has the following functions:
  • (a) Development and implementation of the activities, projects and programs relative to planning and monitoring of the plans and projects of the Agency;
  • (b) Strategic human resource management initiatives and interventions;
  • (c) Financial programs and procedures in ensuring availability of proper utilization of funds;
  • (d) Provide administrative, procurement, and utility services in support of the operations of the Authority;
  • (e) Design information, communications, and technology systems and network;
  • (f) Evaluate the cost-effectiveness of various projects, programs, and activities of the Authority;
  • (g) Develop and monitor the operating policies, plans and programs of the Authority; and
  • (h) Manage knowledge and information storage and dissemination.
Public Relations Unit (PRU)
The Public Relations Unit is mandated to conduct information dissemination campaigns targeted to the Authority’s key stakeholders: the government, the general public, and the business sector. It shall maximize reach and engagement to the public through different media channels such as television, radio, newspaper, and social media. Lastly, it shall promote the Authority’s initiatives to keep key stakeholders are well-informed in its efforts to achieve a smarter government and a better Philippines.
Better Regulations Office (BRO)
The Better Regulations Office shall perform the following functions focusing on the areas specific per cluster:
  • (a) Formulate and institutionalize the regulatory management framework, arrangements, and coordination mechanisms for the whole-of-government to ensure quality regulatory governance.
  • (b) Review proposed major regulations of government agencies using submitted Regulatory Impact Statements (RIS);
  • (c) Coordinate the review of existing laws, executive issuances, and local ordinances, and recommend the repeal of the same if deemed, outdated, redundant, and adds undue regulatory burden to the public; and
  • (d) Develop, formulate, and implement programs, activities, and tools in managing and promoting the Philippine Business Regulations Information System (PBRIS).
Regulatory Management and Training Division (RMTD)
Under the Better Regulations Office, the Regulatory Management and Training Division is tasked to conduct regulatory management training programs to capacitate National Government Agencies and Local Government Units to comply with sound regulatory management practices.
Doing Business Division (DB)
The Doing Business Division is tasked to perform the following functions:
  • (a) Track and monitor the Philippine performance in The World Bank – International Finance Corporation (WB-IFC) Doing Business (DB) Report and other global competitiveness indices.
  • (b) Identify reform initiatives and coordinate these with concerned agencies for proper implementation, with the end in view of reaping meaningful outcomes with long-term impact and improve the Philippine competitiveness rankings and score.
  • (c) Push for, and closely monitor and assess the planning and implementation of reform initiatives geared towards the streamlining of regulatory procedures and simplifying the requirements for business related transactions.
  • (d) Recommend and develop policy reforms and strategic projects intended for the long-term competitiveness of the Philippines.
Compliance Monitoring and Evaluation Office (CMEO)
The Compliance Monitoring and Evaluation Office shall monitor and evaluate the compliance of covered government agencies with R.A. 11032.
It shall be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Authority. It shall also design and implement incentives and rewards programs for government agencies in order to promote Efficiency, Transparency, Integrity, and Accountability (ETIA) in the delivery of government services.
It shall also develop, implement, and manage the conduct of the Report Card Survey (RCS) in all government agencies to measure and drive performance improvements in the delivery of government services.
