February 13, 2020 – Anti-Red Tape Authority (ARTA) Director General Jeremiah Belgica and Pasig City Mayor Vico Sotto signed a Memorandum of Understanding (MOU) yesterday afternoon at the Pasig City Hall for the creation of the Anti-Red Tape Unit (ARTU) within the city government; the first MOU between ARTA and a local government unit.

The MOU details the assistance that will be provided by the UPPAF Regulatory Reform Support Program for National Development (RESPOND) Project and USAID Philippines to strengthen the implementation of R.A. 11032 or the Ease of Doing Business (EODB) Law in Pasig. UPPAF Chief of Party Dr. Enrico L. Basilio and Pasig City Chamber of Commerce and Industry, Inc. President Michelle D. Ballesteros signed as witnesses.

“With the signing of this Memorandum of Understanding, we’re confident that Pasig will become much better in removing red tape in the coming years… [And through] this partnership, we will be able to help each other make Pasig business-friendly and make our systems and processes more
efficient sa tulong po ng bawat isang nasa kwartong ito.” Mayor Vico said.

Under the MOU, Pasig will create an Anti-Red Tape Unit whose function include notifying ARTA about the formulation, modification, and repeal of regulations, verifying the availability and accuracy of the Citizens’ Charter and the observation of the Zero Contact Policy and Prescribed Processing Time, and ensuring that the Client Feedback Mechanisms and Client Satisfaction Surveys are working.

Moreover, ARTA will also be helping Pasig in the continuous assessment and improvement of their Business One-Stop Shop (BOSS) and the activation of the Local Board of Assessment Appeals (LBAA).

“Mayor Vico is indeed an inspiration for this generation on standing up to reform the old system no matter how big the challenge might be.” the ARTA czar praised.

DG Belgica also presented the ARTA package to Mayor Sotto which is a bundle of programs that will help government agencies comply with the EODB Law. The ARTA package currently includes the following: creation of ARTU within the LGU, creation of a Regulatory Reform Team, creation
of BOSS for business applications, construction permits, and registering property, operationalization of ARTA Desk, activation of the LBAA, and conduct of Regulatory Impact
Assessment Training.

With a number of programs already underway in Pasig, ARTA is confident that Pasig will become a model city for others to follow.
