07 March 2022 – The Anti-Red Tape Authority (ARTA) welcomes the appointment of Cabinet Secretary Karlo Nograles as the new chairperson of the Civil Service Commission (CSC).

Cabinet Secretary Karlo Nograles has done an exemplary job of leading the administration’s Cabinet as Cabinet Secretary. He has been responsible in organizing all of the Cabinet’s actions and movements, and has been an exceptional communicator for the President.

He has always been renowned for the remarkable credentials he brings to the initiatives he champions. His service as the spokesperson and co-chair of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) and as the head of the Zero Hunger Task Force is a testament to the great things to come for the Civil Service Commission (CSC).

CabSec Nograles is a staunch supporter of ease of doing business. He is the co-chair of the Authority’s flagship program, the National Effort for the Harmonization of Efficient Measures of Inter-related Agencies (NEHEMIA), which is a sectoral-based streamlining effort that is directed towards speeding up and the realization of the Socio-Economic Agenda of the Duterte Administration. It aims to save time, costs, requirements, and procedures in sectors of economic and social significance by 52% in 52 weeks.

ARTA’s work is integrally related to the CSC’s mandate. In fact, we already collaborated on various projects under the tenure of former CSC Chair Alicia Dela Rosa-Bala.

The Commission is a signatory to the Implementing Rules and Regulations (IRR) of the Republic Act (RA) 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. Likewise, CSC has a significant role to play in the implementation of the Report Card Survey. CSC was previously in charge of monitoring agencies’ adherence to the Citizen’s Charter, which is now within the purview of ARTA.

Now, under the leadership of CabSec Nograles, we are looking forward to continued collaborative initiatives toward ease of doing business and boosting efficiency in government service. His competence, experience, and compassion will certainly benefit the Filipino people.
