18 November 2021- We at the Anti-Red Tape Authority (ARTA) would like to commend the Government Service Insurance (GSIS) for setting up its online Guide to Transactions and Processes (GTAP), the first Citizen’s Charter to be uploaded online by its own agency.

Those who wish to access the GTAP may do so at https://gtap.gsis.gov.ph/.

The Citizen’s Charter is a major provision of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Act of 2018. It is an information billboard posted on conspicuous areas in government offices that aims to inform the public of the office’s available services, requirements, processing time, costs, and other pertinent information.

In itself, the Citizen’s Charter is already an important and convenient reference for the public. But uploading it online will make it even handier and easier to access.

The GSIS’ initiative is fully aligned with ARTA’s mandate to make the people’s lives easier through streamlining and automation solutions. We hope that many more agencies and local government units follow their lead in prioritizing the accuracy and accessibility of their Citizen’s Charters.

The Authority has also launched the Anti-Red Tape Electronic Management Information System (ARTEMIS), a web-based platform that provides a real-time and on-demand database and mapping of all government services indicated in the Citizen’s Charter.

It serves a dual purpose as a reference for the public and one of ARTA’s tools in monitoring the compliance of government agencies in posting and updating their Citizen’s Charter.
