18 November 2020 – Anti-Red Tape Authority (ARTA) Director General Jeremiah Belgica expressed the Authority’s full support to the House Bill 7698–An Act Providing Support Services for Small Entrepreneurs in Online Spaces, Providing Mechanisms for their Integration into the Formal Economy and Other Purposes–during its deliberation yesterday by the House Committee on Micro, Small and Medium Enterprise Development (CMSMED).

Under Section 7 of H.B. 7698, ARTA is mandated to “compile an inventory and assessment of processes required for small online enterprises to be fully and duly registered businesses in the Philippines”.

In this regard, he shared that ARTA will be launching the Philippine Business Regulations Information System (PBRIS) and the Anti-Red Tape Electronic Management System (ARTEMIS) within the second quarter of 2021.

The PBRIS is a web-based platform which will be providing real-time access to the regulatory management system and regulations relevant to the public. ARTEMIS, on the other hand, will allow the public to view the process flows of specific services needed in business registration among all other services of government agencies through their Citizen’s Charters.

Further, Director General Belgica reported that ARTA and DICT will be launching the first phase of the Central Business Portal (CBP), an online platform that offers a single site for all business-related applications and transactions. “Ito [CBP] po ay napakagandang supplement dito po sa ginagawa nating bill”, the ARTA chief remarked.

“ARTA is fully committed to assist our MSMEs. Our efforts are especially benefiting the ordinary players and small business persons as we push for service efficiency for all. All efforts and assistance for MSMEs are great development towards ease of doing business in the country”, he added.

CMSMED Chair Congressman Virgilio Lacson had approved ARTA’s request to take part in the Technical Working Group for H.B. 7698 and H.B. 7400. It will be submitting its comments in a position paper on both house bills to the Committee.
