29 December 2021 – Secretary Jeremiah B. Belgica, Director General of the Anti-Red Tape Authority (ARTA), led a surprise inspection at the Bureau of Customs (BOC)-Macabalan in Cagayan De Oro, Northern Mindanao on Tuesday.

The ARTA chief himself, together with Undersecretary Eduardo Bringas, ARTA Deputy Director General for Legal, trooped to the said agency to check its compliance with regard to Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

Among Sec. Belgica’s findings during the inspection was how the agency did not have an updated Citizen’s Charter prominently posted in its office.

A sign indicating a 4:30 p.m.-cut off time was also seen in the office. But BOC Macabalan officials said this was only implemented for those whose transactions involve banks. They also clarified that they continue to accept applications, requests, and the like beyond 4:30 p.m.

The ARTA chief also said that the agency’s Public Assistance and Complaints Desk should be nearer to the office entrance.

Officials of BOC Macabalan welcomed Sec. Belgica’s insights and vowed to comply with the provisions of R.A. 11032.

The Anti-Red Tape Secretary also thanked the officials of the said agency for their willingness to cooperate with the Authority.

“Thank you sa BOC Macabalan dahil nakita po namin na nasusunod niyo na naman ang ibang mga probisyon ng batas. Nandito po kami para mas mapabuti at mapabilis ang mga proseso, sistema, at serbisyong hatid ninyo sa taumbayan,” he said.

“Ngayong nalalapit na ang pagtatapos ng administrasyon ni Pangulong Rodrigo Roa Duterte, dapat ay mas bilisan po natin ang kilos natin upang masiguro na maipagpapatuloy ang mga repormang nasimulan natin,” he added.

The surprise inspection is in line with ARTA’s cARTAravan, a nationwide campaign that aims to boost public awareness on the agency’s ease of doing business and anti-red tape initiatives.

In the past few weeks, the Authority made rounds in Regions I and II and the Cordillera Administrative Region ( CAR ) to conduct inspections, assemblies, and other forms of information drive.
