12 November 2019 – The Compliance Monitoring and Evaluation Office (CMEO) of the Anti-Red Tape Authority (ARTA) commenced its two-day Training in Capacitating Government Instrumentalities on the Citizen’s Charter for the national government agencies in Mindanao today at the Waterfront Insular Hotel, Lanang, Davao City. Participants of the training consist of regular employees as well as those undertaking supervisorial or managerial positions.

Simultaneously, the CMEO is conducting the second and last day of training for the government agencies in Visayas today at the Richmonde Hotel Iloilo. Prior to this, it conducted the same training in Luzon last October 22-24 at the Sequoia Hotel in Quezon City.

The series of trainings is pursuant to one of ARTA’s mandate which is to assist government agencies to effectively comply with the provisions of R.A. 11032. One of the said provisions is the Citizen’s Charter which is covered by Rule IV of the law’s Implementing Rules and Regulations.

R.A. 11032 states that all government agencies shall set up their most current and updated service standards in the form of the Citizen’s Charter which will serve a dual purpose. Aside from being an accountability tool to the agencies to make their clients informed on the service delivery they could expect to receive, it shall also be the basis for recognizing good performance for the granting of rewards and incentives.

On August 13, 2019, ARTA rolled-out the Citizen’s Charter guidelines for government agencies. This set of guidelines is a product of ARTA’s consultative meeting with different oversight agencies last August 1 and of a pre-working session last May 6, held in partnership with the World Bank – International Finance Corporation.

Following these initiatives, ARTA’s training in Luzon, Visayas, and Mindanao was pushed to capacitate government agencies on the (1) content of the Citizen’s Charter, (2) method for filling it in, and (3) its standard make-up. This is also to aid the agencies in preparation for the December 6 deadline set by ARTA for the submission of their updated Citizen’s Charter.
