1 September 2022 – The Anti-Red Tape Authority (ARTA) lauded the local government unit of the City of Mabalacat in Pampanga for its streamlining initiatives in its COVID-19 response.

This after ARTA, led by Officer-in-Charge Ernesto V. Perez together with the Compliance Monitoring and Evaluation Office (CMEO) and its Director Grace L. Fernandez, visited the LGU’s Vaccination One-Stop Shop at the Cinema 1 of SM City Clark on 23 August 2022.

The Vaccination One-Stop Shop houses its end-to-end process from the registration and administration of COVID-19 vaccines, verification and updating of vaccine records, up to the releasing of vaccine cards and certificates.

“We are very happy with all of the streamlining initiatives that are being implemented by the Mabalacat LGU headed by Mayor Cris Garbo. These practices are something that we wish to see replicated in all LGUs across the country,” OIC Perez said during the visit.

ARTA was given a tour of the LGU’s COVID-19 Response Integrated System (CRIS) by the program’s chief implementor, Dr. Jay Rivera.

CRIS is a centralized response and repository of all the city’s COVID-19 concerns and records. It is supported with sufficient facilities and resources, including its own office, IT equipment, software, and lean personnel.

Through CRIS, all the city’s COVID-19 documents and data are secured, the release of digital vaccine certificates are expedited, and risks for corruption and red tape are lessened because of minimal human intervention in its process.

Mabalacat LGU’s vaccination cards are also equipped with a QR code which, when scanned, leads directly to one’s digital vaccine records and certificate. This digitized system was done in collaboration with the Department of Information and Communications Technology (DICT).

Mabalacat Mayor Crisostomo C. Garbo expressed willingness to share the LGU’s best practices in its pandemic response through a Vax One-Stop Shop (OSS) Forum which will be held, in partnership with ARTA, in September.

Prior to this, several LGUs have already sought the assistance of the Mabalacat LGU in replicating its best practices.

“I would like to thank the Anti-Red Tape Authority po natin sa national government dahil this will be a very good collaboration between the national government and other agencies and the LGUs,” he said.

“Napaka-importante po nito para maitaguyod ang mga priority agenda ng ating Presidente at ng gobyerno para patuloy na labanan ang pandemya sa bansa,” he added.
