28 May 2022 – Anti-Red Tape Authority Secretary Jeremiah B. Belgica lauded Parañaque City Council for implementing the automatic approval prescribed in Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

In his letter to the ARTA chief last 24 May 2022, Parañaque City Vice Mayor Jose Enrico T. Golez shared that their Sangguniang Panlungsod is now practicing the automatic approval provision of the law.

This, after the City Council backed the request of a Parañaque City constituent to apply automatic approval on her application for Letter of No Objection since it already qualifies for it under
Section 10 of RA 11032.

Such states that applications and requests submitted with complete requirements and full payment but not processed within the prescribed processing time shall be automatically approved and renewed by operation of law.

The law under Section 9 further states that if the application or request for a license, clearance, permit, certification, or authorization requires the approval of the local Sangguniang Bayan, Sangguniang Panlungsod, or Sangguniang Panlalawigan, the Sanggunian concerned shall be given 45 working days to act on the application or request.

“We commend the Parañaque City Council’s effort through the leadership of Vice Mayor Rico Golez for its compliance with the provisions of RA 11032 on automatic approval,” the ARTA Secretary said.

“This will increase trust and confidence upon the City Council that no applications will be unduly parked or unacted upon. This will help avoid corruption and shall force local councils to act with dispatch on projects that could serve their constituents,” he added.

Prior to this, Golez sought comment on the Automatic Approval provision from their City Legal Officer to which the latter gave a response that is in line with the stand of the Authority.

“But because of the automatic approval provisions of the law, the government agencies are now given a strict time frame to raise any concerns otherwise, it is automatically deemed approved by operation of law,” letter of Paranaque City Legal Officer read.

Along with this, Belgica also recognized outgoing Mayor Edwin Olivarez’s efforts in promoting ease of doing business and hopes the city’s incoming administration will carry on.

The ARTA chief also urges other local governments and even national agencies to follow Parañaque City as an example in its compliance with the Ease of Doing Business law.

“Parañaque is one of the Partner Cities of ARTA in the promotion of EODB. They are also a great model for their business permiting system,” Belgica said.
