16 June 2022 – Officials and personnel of the Anti-Red Tape Authority (ARTA) headed to Iloilo City to launch its CARTARAVAN, a nationwide campaign that aims to boost public awareness on the agency’s ease of doing business and anti-red tape initiatives.
Carrying the theme “Isang Bansa sa Tren ng Pagbabago,” the initiative aims to inspire a whole-of-nation approach through the combined strength of the national government, local government units, the private sector, and the masses to eradicate bureaucratic red tape.
ARTA Officer-in-Charge and Undersecretary Ernesto V. Perez (Deputy Director General for Operations) and Undersecretary Carlos F. Quita (Deputy Director General for Administration, Finance, and Special Programs) led the CARTARAVAN.
During the program on 9 June 2022, several members of the Committees on Anti-Red Tape (CART) of the different government agencies and LGUs in the area took oath to signify their commitment to abide by the provisions of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
In Guimaras province, ARTA officials and personnel also paid courtesy visits to the Provincial LGU of Guimaras, Municipality of San Lorenzo, and Municipality of Sibunag.
The Authority showcased the GO.smARTApp as a platform that municipalities in Guimaras may adopt to transition to e-governance through a presentation and live demonstration. The Provincial Administrator and Provincial IT suggested implementing the GO.smARTApp on a provincial scale while the Provincial LGU would have a dashboard to monitor each LGU’s performance.
From 8 to 9 June 2022, ARTA’s Compliance Monitoring and Evaluation Office (CMEO) conducted inspections at various government agencies and local government units in the city.
Among the offices that the ARTA-CMEO team inspected include the following:
• Department of Foreign Affairs – Consular Office – Iloilo
• Bureau of Customs – Collection District – Iloilo
• Land Registration Authority – Register of Deeds – Iloilo Province
• Iloilo State College of Fisheries – Dumangas Campus
• Social Security System – Region VI
• Philippine Health Insurance Corporation – Region VI
• Department of the Interior and Local Government – Region VI
• Department of Environment and Natural Resources – Region VI
• Municipality of Dumangas
• City of Iloilo
• University of the Philippines – Visayas
• Metro Iloilo Water District
• Land Transportation Office – Region VI
• Municipality of New Lucena
• Municipality of Zarraga
During their inspections, the ARTA-CMEO team found that the various government agencies and LGUs were generally compliant with the directive to put up their Citizen’s Charters and Public Assistance and Complaints Desk (PACD).
However, the said offices still struggled in terms of implementing automation reforms, such as the electronic Business One-Stop Shop (eBOSS) and the use of digital signatures.
The CARTARAVAN had initially visited the Ilocos Region, Cagayan Valley, and Cordillera Administrative Region ( CAR ).
Recently, ARTA also visited the Bicol region, Northern Luzon region, and Western Mindanao region. It is set to visit the Eastern Mindanao region.
