8 November 2021 – Combined forces of the Anti-Red Tape Authority (ARTA) and the National Bureau of Investigation (NBI) arrested a fixer offering “legitimate” Certificates of No Marriage Record (CENOMAR) for those wanting to immediately change their status from “married” to “single.”

The fixer was arrested outside the Philippine Statistics Authority (PSA) Main Office in Quezon City on Monday.

The arrest came after tedious surveillance work by ARTA undercover agents. On 28 October 2021, the fixer approached an ARTA agent who was walking along the PSA Main Office Exit.

The fixer asked the agent what their purpose was for visiting the government office, and when the agent said that they went there to inquire about the requirements for a CENOMAR, the suspect offered their illegal services for a fee of P3,500.

The agent and the fixer agreed to meet on 8 November 2021, which eventually led to the fixer’s arrest.

Upon inspection, it was found that the fixer was selling fake documents.

Secretary Jeremiah Belgica, ARTA Director General, thanked the officials of the PSA for coordinating with the authorities to arrest the fixer.

“Nagpapasalamat tayo sa NBI, sa pamumuno nila Director Distor, at gayon na rin po kanila Usec. Dennis Mapa ng PSA sa pakikipagtulungan para mahuli po ang mga fixer, ” he said.

He also warned the public that engaging with fixers would mean that they risk paying for fake documents.

“Mag-ingat ho tayo, huwag tayo pumatol sa mga fixer kasi ganyan mangyayari, mabibigyan kayo ng mga peke,” he added.

The suspect is now under the custody of the NBI and may face possible charges for violation of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
