20 November 2019 – The Anti-Red Tape Authority (ARTA) recognizes the ease of doing business efforts of the City Government of Valenzuela. Earlier today, ARTA Director General Jeremiah Belgica visited the city government for a half-day official visit organized by the City Government of Valenzuela.

During said visit, Mayor Rex Gatchalian personally toured the ARTA chief around their LGU’s Local Civil Registry, City Assessor’s Office, and the Business Permit and Licensing Office. He also guided DG Belgica around their City Hall Museum and their 3S Plus Electronic Terminal.

The 3S Plus in Public Service Program of the City Government of Valenzuela stands for “simple, speed, service excellence”. Its 3S Plus Online Services is defined as an integration of online application, billing and payment of Business Permit, Real Property Tax and Certification, Building and Construction Permit and Certified True Copy of Birth, Death and Marriage Certificate using only one login account.

After the tour proper, the officials of Valenzuela LGU presented Director General Belgica with a simulation of the 3S Plus Valenzuela City’s Online Services, in which he was able to experience firsthand their Paspas Permit initiative. The Paspas Permit is a 10-second business permit application system, the first in the Philippines, which was recently launched by the Valenzuela LGU last 12 November 2019.

“Kami sa Valenzuela, we took a step further by putting it [business permit application system] online, end-to-end, makaka-process ka ng business permit mo; pati assessment, delivery, lahat online na. Parang nag sho-shopping ka lang sa mga business portal online”, Mayor Gatchalian explained.

In recognition of this initiative, Director General Belgica awarded the Certificate of Commendation to the City Government of Valenzuela for their exemplary service and support in the implementation of the Ease of Doing Business Law.“Naniniwala ako na ang efforts ni Mayor Rex ay hindi lamang po pang-Valenzuela kundi pang buong Pilipinas”, DG Belgica said.

More importantly, ARTA recognizes the city government’s promptness in complying with R.A. 11032 and in making their services efficient and client-friendly without having to be prodded, which is how it should be for all of our LGUs.
