10 January 2020 – Anti-Red Tape Authority (ARTA) Director General Jeremiah Belgica yet again lauds the efforts of the City Government of Valenzuela in complying with R.A. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 as Valenzuela City Mayor Rex Gatchalian signs an Executive Order creating an Anti-Red Tape Unit (ARTU) in the city on Wednesday.
Paragraph 6.4.1 of Memorandum Circular 2019-002 issued by ARTA last 13 August 2019 mandates all heads of government agencies and offices including local government units to create an ARTU. The ARTU shall ensure the compliance of agencies with R.A. 11032 and its Implementing Rules and Regulations (IRR), specifically with regard to Section 5 of R.A. 11032 and Section 1, Rule III of the IRR on the need to reengineer systems and procedures within the agency.
“We are therefore calling on all government agencies to follow the lead of Valenzuela City LGU in promptly complying with anti-red tape and ease of doing business initiatives which are not more than what is mandated by the law. It is high time that we prioritize efforts that shall bring public service closer to the people and restore the Filipino’s trust to the government”, ARTA Director General Jeremiah Belgica said.
Prior to this, ARTA awarded the Certificate of Commendation to the City Government of Valenzuela for their exemplary service and support in the implementation of the Ease of Doing Business Law in recognition to their Paspas Permit initiative, a 10-second business permit application system.
