20 March 2020 – In light of the ongoing efforts of the Philippine government to fight Coronavirus Disease 2019 (COVID-19), the Anti-Red Tape Authority (ARTA) is extending the deadline for the submission of the Citizen’s Charter of external and internal processes of all government agencies
and suspending the prescribed processing time of government transactions.

Earlier today, ARTA Director General Jeremiah B. Belgica, Deputy Director General for Legal Ernesto V. Perez, and Deputy Director General for Finance and Administration Eduardo V. Bringas signed Memorandum Circular No. 2020-03 or the “Extension of Deadline of Submission of the Citizen’s Charter and Suspension of Processing Times in the Delivery of Government Services in Luzon Area in Light of the Imposition of the Enhanced Community Quarantine.”

The said memo expounds on two major points. First, Citizen’s Charter submissions shall be extended for twenty (20) working days from April 13, 2020 or until the Enhanced Community Quarantine over Luzon has been lifted, whichever comes first. The original date of submission
was March 31, 2020.

Second, prescribed processing times shall be suspended in government agencies under the enhanced community quarantine and shall automatically resume on April 13, 2020 or until the Enhanced Community Quarantine over Luzon has been lifted, whichever comes first. ARTA reiterates that this suspension only applies to affected areas.

“In times of crisis, we need to move as one and put the interest of our countrymen first. This extension and suspension will help our government agencies fight COVID-19. May we all get through this calamity stronger and kinder,” the ARTA czar said.
