3 February 2021 – The Anti-Red Tape Authority (ARTA) met with Manila City Mayor Isko Moreno yesterday to discuss the streamlining and automation initiatives of the Manila City LGU in relation to its business-related processes.

During the meeting, the ARTA team, led by Director General Jeremiah Belgica, discussed with Mayor Moreno, Bureau of Permits Director Levi Facundo, and Mr. Fortunato L. Palileo, Officer-in-charge of the Electronic Data Processing Services, its official assessment and findings from its inspection of the LGU’s business one-stop shop (BOSS) last January 8 2021 (Read also: ARTA inspects Manila and Navotas’ business-one stop shops). 

Among others, the ARTA chief recommended the integration of the barangay clearance and the collection of the fire fees in the BOSS, elimination of the payment of insurance as a requirement in their business permit renewal process and pressing on with the implementation of the LGU’s Electronic Business One Stop Shop, the deadline of which, as provided by R.A. 11032, is on June 17, 2021.

The officials also discussed the progress of the automation of government services in Manila. Mayor Moreno informed ARTA of the features of the LGU’s Go Manila App which aims to simplify the services and ease the conduct of transactions such that all services, including payment of utility bills, can be accessed by Manileños at the comforts of their homes. As discussed by Mayor Moreno, the Manila City LGU, thru implementation of said app, targets to have a zero-physical transaction at their city hall which will be instrumental in their efforts to eliminate red tape and corruption.

In relation to this, Director General Belgica suggested that the Go Manila App could serve as the model for a mobile online portal initiative being proposed by ARTA. The said portal will be intended for use of LGUs for their business permit and licensing system or BPLS and all other government services being offered to the public.
