Section 20 of R.A. No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 mandates all offices and agencies providing government services to be subjected to a Report Card Survey (RCS) to be initiated by the Anti-Red Tape Authority (ARTA), in coordination with the Civil Service Commission (CSC), and the Philippine Statistics Authority (PSA). The RCS is a holistic tool that will measure the effectiveness of the Citizen’s Charter in reducing regulatory burdens and the impact of the human resource systems and programs in delivering efficient government service. It focuses on measuring the quality, efficiency and adequacy of government services through evaluation of the streamlining initiatives of government agencies and local government.

All government agencies and offices providing government services, including local government units (LGUs), government-owned or controlled corporations (GOCCs) and other government instrumentalities shall be subjected to the conduct of the Report Card Survey. The pilot implementation of RCS 2.0 commenced in September 2022 and was participated by 50 select government agencies and offices.

Pursuant to the said provision and as stated in Section 4, Rule 12 of the Implementing Rules and Regulations (IRR) of R.A. No. 11032, the result of the RCS shall become the basis for the grant of awards, recognition and/or incentives for excellent delivery of services in all government agencies covered under the Act.

The first ever ARTA Awards Ceremony was held last 19 December 2022 which acknowledged the valuable participation of select agencies and gave recognition to the fifteen (15) agencies which garnered Very Satisfactory and Satisfactory rating based on the results of the administered RCS.
