Secretary Ernesto V. Perez
The Director General
Atty. Ernesto V. Perez, CPA was appointed as the Director General of the Anti-Red Tape Authority (ARTA), an agency under the Office of the President created by the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (R.A. 11032), on 11 November 2022. He took his oath of office on 14 November 2022 and assumed as head of the agency on the same day.
He became the first appointed official and Deputy Director General oftheARTA in December 2018, spearheading the operationalization of the agency and its major programs and initiatives. DG Perez also assumed, in a concurrent capacity,as the agency's OIC-Director General from December 18, 2018 to July 9, 2019 (until the appointment of former DG Jeremiah Belgica); and from 8 June 2022 until his appointment as Director General.
Prior to ARTA, he wasthe Assistan tSecretary of the Department of Trade and Industry (DTI) – Consumer Protection Group. He served in a concurrent capacity as OIC-Director of the Bureau of Philippine Standards where he promulgated the development of 108 new standards and revision of 151 Philippine National Standards aligned with the international standards ofISO/IEC and good regulatory practices of the World Trade Organization. He likewise served as Chairperson of the DTI-Steel Task Force where he led the investigation of the biggest steel importation in the country.
DG Perez has also been a Professional Lecturer for programs in Doctor and Master in Public Administration at the Don Honorio Ventura State University in Pampanga since August 2021. Moreover, he had been a litigation lawyer for almost thirty (30) years prior to joining government service under the Duterte Administration.
DG Perez obtained hislaw degree from theAteneo Law School in 1986 and was among the top 15 in the 1986 bar exams. He has a bachelor’s degree in Business Administration and majored in Accountancy in 1980 from the University of the Philippines – Visayas and passed the Certified Public Accountant (CPA) Board examination in the same year.
He is an active Rotary Club member (Past President, Rotary Club of Makati Central, 2014-2015) and served asthe Philippines’ Coordinator of the Rotarian Action Group against Slavery, a non-government organization based in the United Kingdom. He serves as a volunteer Legal Consultant of the Manila-based OFW-ATOM (Anti-Slavery Movement).

Undersecretary Geneses R. Abot
The Deputy Director General for Legal
Undersecretary Geneses R. Abot was appointed by President Ferdinand “Bongbong” R. Marcos, Jr. on 11 January 2023 as Anti-Red Tape Authority's (ARTA) undersecretary.
On 18 January 2023, he assumed office to serve as head of the Office of the Deputy Director General for Legal (ODDGL) which handles the enforcement side of Republic Act 11032 otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
Atty. Abot is experienced in the fields of compliance and risk management. Prior to being appointed in ARTA, he previously worked with World Vision Philippines as Legal Counsel and Assistant Corporate Secretary and served at Community Economic Ventures as a Board of Trustee. He also worked as a consultant at Philippine Trade and General Workers Organization.
Furthermore, he practiced litigation through private and law firm affiliations since 2012.
He earned his Political Science degree at the University of the Philippines Manila and Bachelor of Laws degree at Polytechnic University of the Philippines (PUP) College of Law with Juris Doctor degree conferment.
Usec. Abot also teaches at the College of Law of PUP and the University of Caloocan City.

Director Grace L. Fernandez

Director Grace Fernandez has spent 29 years in government service, from the Philippine Senate, Department of Trade and Industry (DTI), Board of Investments (BOI), and very recently, the Anti-Red Tape Authority (ARTA).
She was among two plantilla personnel who were selected by DTI Secretary Ramon Lopez to help in setting up the ARTA. She was later appointed as Director of the ARTA-Compliance Monitoring and Evaluation Office, which strictly monitors the compliance of covered government agencies with the requirements of Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
Her team is responsible for the crafting of the new guidelines of the Citizens Charter being implemented on covered government agencies and offices and the development of the Manual on the Whole of Government Approach on Reengineering of Government Systems and Procedures.
Current undertakings are the onsite inspections, development of the Report Card Survey, ARTA Awards Program, and the platform for the online submission of Citizens Charters which will be the groundwork for the database and mapping of government services.
Simultaneous to her line function as Director of CMEO, she is the Chairperson of the ARTA Bids and Awards Committee and a member of the ARTA Personnel Selection Board.
Director Fernandez’s career mostly covered the field of Human Resource Management where Training and Development was her core for 17 years in DTI by implementing the ProActive Programs for Competitiveness. In BOI she held the position of Officer-in-Charge of the Human Resource Development Division where she actively pursued OD activities, particularly the Strategic Performance Management System and ISO Certification. Upon her return to DTI, she headed the Division involved in the ease of doing business reform initiatives focused on pushing the competitiveness ranking of the Philippines in the annual World Bank Doing Business Report.
She earned her Business Administration degree in the University of Santo Tomas, Diploma Course on Human Capital Management in College of St. Benilde, and Masters in Industrial Relations in the University of the Philippines-Diliman.

Director Rabindranath P. Quilala

Director Rabindranath P. Quilala is the incumbent Director IV of the Finance and Administrative Office (FAO) of the Anti-Red Tape Authority (ARTA). He was appointed by President Rodrigo Roa Duterte on 8 January 8 2021 and assumed office on 18 January 2021. Likewise, he was concurrently designated as the Deputy Head of the Special Projects and Management Office (SPMO) and Liaison Officer for Legislative & LGU Affairs of ARTA.
Prior to his stint in ARTA, Director Quilala served the Department of Environment and Natural Resources (DENR) as CENR Officer of CENRO-Buguias, Benguet. He was likewise involved in the Boracay Island and Manila Bay Flagship Projects as a Project Director and Focal Person respectively while he was the OIC-Director for Administrative Service of DENR-Central Office from 2018-2019. In addition, Director Quilala also became the Deputy Executive Director of the River Basin Control Office (RBCO) of DENR in 2020.
When he was in DENR, he represented the latter with the National Power Board/National Renewable Energy Board and the PEZA Board for more than two years where he sponsored the Integrated Watershed Management Memorandum of Agreement (MOA) between NPC and DENR and the continuation of TRANSCO as power provider of PEZA Baguio City, respectively. During his incumbency in the Napocor Board, he chaired the Board Nomination and Remuneration Committee (BNRC) and was a member of the Board Audit Committee.
Director Quilala also served as a Municipal Councilor of Tuba, Benguet from 1992-1995. He was also a Legislative Consultant to Senator Rodolfo Biazon in the late 90s in the Philippine Senate. In 2004, Director Quilala became the Secretary to the Mayor of Baguio City to serve Mayor Braulio Yaranon, where he was exposed in running the affairs of an executive office of a local government unit.
